Fiston Ngoy, a Philadelphia guy, was arrested for rapping a woman in front of all passengers on a commuter train. Onlookers, according to police, did nothing to halt the rape.

Other passengers directed their smartphones towards a lady being raped on a SEPTA train. No one, however, intervened.
“We want everyone to be angry, disgusted, and to join us in being resolute in keeping our system safe,” Transit Police Chief Thomas Nestel III said Monday.
According to authorities, a passenger on a SEPTA train was raped for about six minutes last week, and other passengers not only watched on but also appeared to direct their iPhones towards the attack as it occurred.
However, an off-duty SEPTA employee was the only one to contact 911 during the attack, and his quick thinking allowed Transit Police officers to arrive three minutes later, interrupt the assault, and arrest the alleged rapist, according to recently filed papers.

Fiston Ngoy, the man accused of the attack, told police that he recognized the woman on the train and approached her to strike up a discussion; their interaction was consensual. According to the affidavit of probable cause for his arrest, she told officers that the account was absolutely untrue.
The victim was alone when Ngoy, 35, sat next to her in the railcar on Wednesday night, according to investigators, and he rejected her pleas to leave. SEPTA security footage verified that allegation, as well as the violent attack that followed, according to the affidavit.
Ngoy remained in detention Monday, awaiting an Oct. 25 preliminary hearing in Upper Darby, in lieu of $18,000 bail.
What actually happened?
The attack occurred just before 10 p.m. on Wednesday as the Market-Frankford Line train moved west toward Upper Darby. It was unclear Monday how crowded the train was at the time, but Upper Darby Police Superintendent Timothy Bernhardt said the victim might have been spared from the attack if bystanders had interfered.
“There were a lot of people, in my opinion, that should have intervened. Somebody should have done something,” Bernhardt said Saturday. “It speaks to where we are in society and who would allow something like that to take place. So it’s troubling.”
Nestel repeated those thoughts on Monday, noting that his cops require riders’ assistance in times of crisis.
The alleged victim said she remembers getting on the train but then nothing until the officers grabbed her assailant.
She admitted to cops that she had a few beers after work, but that she had boarded the wrong train. According to the affidavit, investigators established she boarded the subway car at the Frankford Transportation Center in Northeast Philadelphia around 9:15 p.m
According to the affidavit, Ngoy boarded the train about a minute later. Soon after, he moved to the seat next to her and began talking to her. The footage shows her constantly pushing Ngoy away as he tried to contact her and grabbed her breast at one point.
According to the complaint, Ngoy assaulted the lady at 9:52 a.m. and was hauled off of her by responding SEPTA Transit Police officers when the train arrived at the 69th Street stop in Upper Darby.
According to the affidavit, Ngoy later told police that he had seen the woman before and that he struck up a conversation with her on the train that developed into kissing and physical contact. He stated that she was the one who started the sexual contact and that she never opposed his advances.
In a statement to authorities at Delaware County Memorial Hospital, the victim stated that she had never met Ngoy before and that she had never granted him permission to touch her.
Ngoy is accused of rape, involuntary deviant sexual intercourse, sexual assault, and other crimes. He didn’t appear to have an attorney on Monday.
